The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Bibb Graves' second term in office. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. In addition, there is considerable documentation of the relief and recovery programs established in the state in response to the massive unemployment brought on by the Great Depression. Well-known federal programs, such as the Public Works Administration (PWA), the Works Projects Administration (WPA), the Reconstruction Finance Corporation (RFC) that operated under the National Recovery Act (NRA), and the Tennessee Valley Authority (TVA), are documented in Governor Graves' records. Some of these programs were administered locally by the Alabama Relief Administration. Graves maintained an extensive correspondence file with Orville F. Rush, a member of Senator John Bankhead's staff in Washington, D.C., regarding Alabama projects that were likely to receive federal funding. Bankhead and Frank Boykin frequently corresponded with the Governor regarding issues and legislation that affected the state of Alabama. The records also contain information on strikes that occurred in Alabama, particularly at textile mills. There is a file on communism that contains correspondence protesting the arrest of strikers and other actions that violated citizens' rights. Reports of communist activity and communist propaganda are also contained in this file. The Scottsboro Boys case is also documented in the records of Governor Graves althought most of the material generated from the case is in the records of Governor Benjamin M. Miller. On the lighter side, Governor Graves was named the honorary chairman to coordinate the Alabama birthday balls for President Franklin D. Roosevelt in 1936 Jan. Graves also coordinated the Alabama invitations to hear Roosevelt speak at Grant Stadium in Atlanta, Ga., on 1935 Nov. 29. These activities are documented in these records.
